First of all, this isn't a PHP question. You should be asking in something like
alt.html or alt.www.webmasters.

No fixed size. It depends on a lot of things - like how wide the scroll bars
are set to, the presence or absence of icons, menu items, etc. below the title
bar, etc.

Additionally, just because the screen is 800 x 600 doesn't mean the user's
window will be.
