I would change the code to the following and see what happens:
<HTML>
<HEAD></HEAD>
<BODY>
<?php
echo("Hello World!");
// need parentheses for echo() function
?>
</BODY>
</HTML>
Also, make sure the filename has the .php extension and not .html
