In the config file of Apache - but you're on a shared server?
Just look in the logfiles. If it complains about the options, it needs
enabling. If it doesn't, there is an other problem.
However, if the server isn't yours to configure, you probably have
CPanel, and you can use the Index Manager there to close open
directories.
