I'd start with emailing your ISP as to whether they allow user
configurable "Options -Indexes" in .htaccess. If they don't allow it,
you can't use it on their servers. They configure what options they will
allow you to set in .htaccess by configuring httpd.conf on their end.
You have no control over this.
If you are your own ISP, which I doubt, I have other ideas.
