OK, it wasn't clear you need to do processing on the file when it is
uploaded. That could still be done with ftp, but you wish to make it
hard, fine.

You'll want to get the CURL extension to help you post to the remote
system. It's not all that difficult to post with it, but it is a little
harder to handle the file upload request.

You could do it directly in PHP, but that would mean opening a socket,
creating and sending the appropriate headers, etc. Curl helps a lot
with that.
