 Have you set your environment variables?
 Start | Control Panel | System
 Advanced tab | Enviroment Variables button
 In the system varialbes window ensure that you have
 Path - <some stuff>;folder where php is installed
 i.e. %SystemRoot%\system32;%SystemRoot%;....;C:\PHP;
 PHPRC - folder where php is installed
 i.e. C:\PHP
