This is caused by a security fix which Microsoft implemented within the
past 12 months which means that you have to click on an ActiveX control
to activate it - the idea is that websites cannot run Java or other
scipts without you taking positive action to enable it. Many users
don't seem to like this, and Microsoft do provide a download on
microsoft.com to disable it
