Hey, I know that code from somewhere :-)
It works here, be sure to start you're .htaccess with:
RewriteEngine On
Ans that mod_rewrite is offcourse enabled etc.
And this:
RewriteCond %{REQUEST_FILENAME} !^accesscontrol.php
should be:
RewriteCond %{REQUEST_FILENAME} !^accesscontrol\.php
