tag "alt=" is strange in my web site

In my website when I put the mouse over an image, I see the description I
have put in it using the tag alt= and this is normal, isn't it?
It is OK (almost always). Infact the strange thing is that sometime, for
hours or days I can't see this text putting the mouse on the image. Nothing
happens.
And I don't know why this happens.

In example, I have the following row: is it correct?

BORDER=1 ALT="Favor cake with Disney Minnie Mouse and Daisy Duck"
