These tool tips from the alt happen on Windows Internet Explorer,
mostly not other browsers. About the other oddity, reliably
appearing is perhaps complicated by various requirements
surrounding them, they are time based and will disappear in about
8 secs if you do not move the mouse right away, otherwise
quicker. They may be affected by other things like CPU activity
and have lower priority.
Personally, I would find them far more useful if they did not
disappear at all if one did not move the mouse away. Then one
could make the title longer and in some cases very useful.
