The idea is that you can get a bad surprise if you don't specify
the background directly on elements where you specify "color:..."
You cannot always rely on the inheritance from higher up.
If you read
http://www.w3.org/TR/REC-CSS2/cascade.html
and such, you will be in a better frame of mind to just follow
this good practice whenever you can remember to do so.
