I suspect that's a feature of the website, not of Internet Explorer.

You can just do
<img src="something.png" style="width: 100%">
which will fit the image's width to that of the viewport, and give it a
height that preserves its aspect ratio.
<img src="something.png" style="max-width: 100%">
is also possible.
