It may not be flagged as bulk mail. What you need to do is as Andy
suggested - find out what rule(s) it's violating and correct that.
For instance, it's possible it has nothing to do with the php email.
Rather, it could be your IP has been flagged as a spam source, possibly
because of another user on a shared host.
There are dozens of possibilities, many of which do not relate to PHP's
mail functions. And others which do.
