Since, you claim newbie, I'll suggest you to learn PHP basics first.

Then, look at the source codes of famous open source applications such
as phpBB, osCommerce, etc. Now, you'll understand how PHP is been used
in a web applications that are written from scratch.

The next step would be to look and learn the jargons such as MVC; by
this time you may study Ruby on Rails and try it's PHP clones such as
CakePHP, Symfony or even Zend Framework. Now, you'll understand what
framework to choose. The obvious fact is that you'll end up saying that
all frameworks are bloated or waste--and possibly will end up in your
own framework;)
