Hold on! If all you've done is throttled everyone then offline
downloaders are effectively DOS. They still bash away. It's like they
put 5 people in the queue for every one ordinary user.
If you consider these events are rare then perhaps OK, but otherwise
you're shutting out everyone. In fact the 'correct' response from a bot
is to *increase* the fire rate to get an acceptable percentage of hits.
i.e this is as much an issue of equitable rationing as limiting your
server usage.
