I don't know (sorry), but I do notice that the border appears when I
bump the text size twice (to the max) in IE6. At that point, (1) the
text is larger, and (2) that first <h3> breaks to a second line. I don't
know which is relevant since you've forced a fixed width. But maybe
this'll help point you toward a solution.
