This is an HTML group, you need to post to a .net group,
microsoft.public.dotnet.framework.aspnet is a possibility.

As to your problem about scrolling, first check the HTML aspnet
generates. Validate at http://validator.w3.org . Be sure there is a
doctype declaration at the top of the document, and check the CSS has no
errors.

If it is not a server issue, and the markup validates, then come back
here with a url to the page in question.
