It looks like you are using a quite old RedHat, version 8 or 9, the
first has been completly unsupported for years and on the later
fedoralegacy.org is on the brink of dropping their support of security
updates.

Anyhow, if you tried to use the paths that Zeldo gave, then things won't
work at all.

The default php.ini should be found in /etc/php

To restart apache, you should use the init scripts, you find them in
/etc/rc.d/init.d and the service is called httpd (some versions may have
apache too) and to restart a service you do:
/etc/rc.d/init.d/httpd restart

One thing you should learn about Linux is that paths to things may
change, and you have two main families, the RedHat and Debian, but even
within the families there are differences.
