I suspect that you don't want to use 'folder0/'
Instead, try:
<!--#include file="../../anotherfile.txt" -->
....*if* anotherfile.txt is in a folder two directories up named folder0.
But it's hard to say without actually being able to look at a printout
of the directories in question.
