The SiteGrinder plug-in for Photoshop (http://www.medialab.com/
sitegrinder) uses CSS only for its button rollover states. No
javascript.
Javascript is used for its menus though.
Overall, SiteGrinder has much better output than ImageReady (It's all
XHTML 1.1 and CSS), there is no slicing involved. It supports
converting Photoshop styled text to styled HTML, buttons, menus,
importing external HTML (including dynamic binding through PHP
require()) and a lot more.
