The "open source community" that you're referring to is made up of
people who have mortgages and families to feed just like everyone
else. These people choose to volunteer their time and effort to
develop tools that benefit the community, but their participation is
voluntary. You're asking for a significant amount of work. Please
don't ask people to work for free.
PHP is a relatively simple language to learn and develop in. If
you're not willing to learn it to accomplish your goal, then your
options are to either forget about it or get someone else to do it.
If someone is willing to do it for free, that's great. If not, well,
your options are limited.
Also, being snarky when you're asking people to do work for free is
usually less than productive.
