In my opinion you should program in the language you feel most comfortable
with, which would normally lead to the best result.
However, take into account who is going to be your target audience. Do you
want others to help coding ? If you know what you are doing and for whom, it
could simplify your choice.
For example, if I had to do it, I would use PHP, because I can rely on my
friends should I need help. If I'd choose Java, I would not have that
option.
