it should be <?php (not <?PHP ) and it wasn't suggested for making a
difference with your problem, but to make sure your code runs in the
future, regardless of web host.

maybe this is your problem then (from your code):
session_save_path("/tmp");
Perhaps the path "/tmp" doesn't exist, or it doesn't have the proper
permissions that let you write a file there.
