In a word, not quite. The nearest freeware going
is Astrolog 5.41G with Swiss Ephemeris, but then
you need to adjust the parameters correctly, then
adjudge the best rulerships for the planets. This
is what is called the "theme" or themate" back in
the days before faddish malfeasances of astrology,
as you see propagated on *.astrology.* ad nauseam.

Briefly, download and install the freeware program
and free ephemeris files off the following links;
note also that the free source files are located
under "changed" directory in both dos & unix formats:

http://astrolog.offline.ee/astrolog/changed/a541gwin.zip
http://astrolog.offline.ee/astrolog/changed/
http://astrolog.offline.ee/astrolog/
ftp://ftp.astro.ch/pub/swisseph/ephe/

Launch Astrolog, then enter the time, date and
location data into the chart info dialogue box.

Set house system to "meridian", set "sidereal
zodiac", then examine the dominant positions of
the planets from their light-apparent positions
to the Earth. The house numbering is in effect
"turned" or revolved to accomodate the greatest
number of ruling planets in the horoscope. But
be sure to always favor the inner planets first,
most especially Mars, Venus and Mercury: one or
more of which almost always rules in any horoscope.
Thereafter, consider Jupiter, Saturn, Sun and Moon
for their best rulerships and exaltations therein.

Remember also to consider the lesser planets, the
north node and lilith, and fortune for their best
numbering under the dominant planets. Once the best
rulership scenario is determined, simply re-number
the houses accordingly, always in counter-clockwise
order. Yes, this takes practice to get good at it.

Finally, the outer planets, Uranus, Neptune, and
Pluto, these are important to the horoscope, but
are only an afterthought for its numbering.

For example, let's say Mars shows up in the 3rd
meridian house, Venus in the 4th, Mercury in the
8th, and lilith in the 10th. Immediately, we see
that Mars rules in the first house, Venus in the
second, Mercury in the sixth, and lilith in the
eighth house of the horoscope, simply by turning
the numbering of the houses by minus two numeric
increments (i.e. the cusp positions are unaffected;
only their numbering is revolved by the planets who
rule them). Also, adjudging daily horoscopes might be
automated, but that's getting into some complexities
which may or may not be so easy to program. Ideally,
the daily horoscopes could be automatically charted
and deduced over weeks, months & years at a mouseclick,
then referenced to natal or other event charts in time.

If you can improve this or any other worthy astrology
horoscope software to automatically determine the best
rulerships in the meridian houses, then you'll be way
ahead of the pack--rest assured. I'd be interested to
hear if you should manage to accomplish this. I'd pay
$100 for such a program myself, as manually adjudicating
charts the old-fashioned way takes time, albeit rarely
prone to error, especially when more than one rulership
scenario appears to be equally compelling. Such difficult
to ascertain horoscopes are usually reconciled by the
lunar node, lilith, and/or part of fortune in rulership.

In any case, aspects should reflect horoscopic numbering,
whereas planetary distances are independent of the house
numbering. If you can achieve such a program, I believe
you'd have a very marketable product worth its weight in
gold. As it stands today, there's nothing like it in the
whole world. And no other astrologers do charts this way,
bar none. Much kudos if you can figure out how to automate
this ancient astrological technique. The world would be
a better place for it, and modern astrologers would learn
how horoscopes are *actually* adjudicated, not the phony-
baloney that they've been misled into over the centuries.

Astrology, like tarot, is a sacred rite, just as devoutly
religious scriptures, prayers and meditations are sacred.
Anyone who doesn't take this ancient rite seriously isn't
worthy, neither are they able to comprehend or practice it.

Truly,
Daniel
