No -- it's quite sensible. 8px text at 640x480 pixels is exactly the same
physical height as 16px text at 1280x960 pixels, but the 16px text looks a
lot better: the extra pixels allow the curves to be smoother.
An image or Flash movie with text fixed at 8px might be unreadable at
1280x960. Cutting down the display to 640x480 will double its size, so
increase its legibility, but it will look butt-ugly. If an HTML file has
text at 8px, you can just roll up the text size, making it 16px.
Whatsmore, most decent browsers have a "minimum font size" setting, which
reduces the effort required to increase the font size to zero[1].

1. "to zero" refers to the reduction of effort, not the increase of font
size. How can one increase a font size to zero? What is a negative font
size?
