Most web servers supporting relative URLs is not a reason for not
using absolute URLs.

(What a poor example URL.)

Which means that, you are right, an absolute URL is required.

The rule that defines the Location header was fixed to include
fragment identifiers, so in practice the rule is:

Location = "Location" ":" absoluteURI [ "#" fragment ]
