Hi,

A wild guess based on the VERY limitted information you posted is:
the user that runs IIS (named IUSR_<machinename>) doesn't have
permissions to read/execute your php.exe, or maybe also not handle_form.php.

Also, start with a simple script like this:
<?php
phpinfo();
?>

instead of handle_form.php.
