 Don't follow.  A single row frameset is already "fixed" to the bottom of
 the browser.

 My best guess is you want to fix something to the bottom of the
 viewport, css-style.  A typical means to do that is set a container to
 100% height and position something in it with "bottom:0;"  Of course
 there's more involved and I'm only guessing.
