I can't try it out here (no PHP installed), but as far as I remember:

$ZZZ = "C10";

${$ZZZ."dataFile"} = "/DATA2/BUOY/".$ZZZ."data.dat";
if (!(${"fp".$ZZZ."a"} = fopen(${$ZZZ."dataFile"}, "r")))
etc.
