Are you sending a header which tells the browser you will be sending it
UTF-8 ?
header('Content-Type: text/html; charset=utf-8');

In the HTML you could also add:
<meta http-equiv="Charset" content="UTF-8" />
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
