Because you forgot a position:absolute style. If an element is
displayed on hover, and it is not at the same time taken out from the
normal flow of things, it will take its place, thus moving other
elements to make way.

#nav li:hover ul, #nav ul li:hover ul, #nav ul ul li:hover ul
{display:block;position:absolute;}
