note: welcome.html not welcome.php

The menu items are not in a list.

What would a search engine give him/her if they entered their enquiry in
Swedish? A welcome page in Swedish or a welcome page in English?

Either way, it's in the wrong place.

Just noticed .... if I use the search engine, the results come back with
the headings in .... Swedish:

Resultat av sökning
80 sidor innehåller translation.

Villkor: AND Bokstäver Insensitive

I wonder what a listener operating from an English-language page is
going to make of that?
