Are they asking you for a quote on what you will cost?
You present them with a quote of what it will cost them, perhaps
broken into costs for custom graphics/logos, photography,
programming, and design. If you're typing their content add a cost
for that (they should provide it in a usable format).
You might use an hourly rate for each of these services, some of
which may be outsourced at your discretion.
Then give them a time estimate after you discuss their expectations
of the end product.
You should also be able to show them some sample work with ballpark
figures on what it would cost them for similar results.
