The href will still be an "anchor" that the search engines will see, and
the table will be only half as wide.

What about them? Find a word that is not as physically long.

No it will not. Without them, the table looks silly in IE with no
borders on those empty cells.

The size of the columns that contain empty cells is set by the width of
the longest cell that is not empty, including the heading row. Adding
the non-breaking space will not increase, nor affect, the width of the
table.
