Yes, barring the obvious changes to the attributes of the enclosure
element.

Yes, several, but they're generally not much good.

If you're doing a lot of podcasts, then you need dynamically generated
RSS that these tools don't provide. If you're just setting up links for
a few static files, do it by hand.
