 Try adding in a .htaccess file (if php is an apache module):
 
 php_value upload_max_filesize 20M
 php_value post_max_size 20M
 
 Test it. If it works, ask the host if that is acceptable to them. If
 not, find a host that will allow this (or some other form of editing
 settings for the domain).
