SUCCESS!
I tried posting there, got a small lecture about understanding M$
security but something the responder said must have helped.
I'd got bogged down in Services, changing the Logon account for WWW and
IIS Admin. Turns out this was a complet red herring.
FYI
Go into the Properties for the IIS web-site, Directory Security tab.
Edit anonymous access and authentication
Edit the account used for anonymous access
Select a network login account with the required privileges
