I agree with Markus - it looks like a caching issue.
In addition to his suggestion, you might want to add to your <head> section:
<META HTTP-EQUIV="CACHE-CONTROL" CONTENT="NO-CACHE">
And for older browsers:
<META HTTP-EQUIV="PRAGMA" CONTENT="NO-CACHE">
