Yes, it means that something is being sent to the browser before
session_start() is being called. session_start() needs to be called
before any output it sent to the browser( if you are using cookie based
sessions), this includes spaces and blank lines.
You don't need to call session_start more than once.
If for some reason you don't want to remove the second session_start
from your file then you can surround it with a statement like this to
see if there's already a session running.

if (!session_id()) {
session_start();
}
