I would suggest to look into sendmail's log file first. Check it if
sendmail gets requests from php. If it does then see what happens then. It
might be something with mail routing or other sendmail's restrictions. If
sendmail receives an email from php but can't process it for some reason
it reports to its log and silently returns "ok" to php.
