They don't charge for the GPL software, otherwise you would see the majority
of the RedHat users switch over to CentOS at once. The RedHat includes
commercial (none GPL) software and support and it's for this you really pay
for. If you take a look at the RHEL price list and you will see the price is
directly connected to the amount support you choose.

Of course you could charge for the GPL, but as I pointed out, people won't pay
a lot for something they can get for free.
