Your host may not allow the use of this command.
The exec() command and other similar could be very damgerous in the
wrong hands, and hence most web hosts prevent the use of this command,
as it can give the user shell access on the server which can comprimise
security.

You can try asking the host for permission etc, but I have a feeling
the block would be on a server wide basis.

Unfortunately the webhosting company I work for also does not allow the
use of this command as its too risky.
Maybe the more expensive ones can help. The more you pay, the more they
should offer :)
