Not necessarily.
CAPTCHA = "completely automated public Turing test to tell computers
and humans apart", according to Wikipedia.

When reading the Wikipedia entry a bit further, you'll see that it's "a
type of challenge-response test used in computing to determine whether
or not the user is human".
The Wikipedia entry for captcha also lists external links to specific
code examples and (open source) projects that implements this technique.
