Umm. Yes I've just overcome something very similar on NT. I'm not sure
what I did in the end but a reboot seemed to help shake off old file
associations or cache or something.
(Actually Upgrading PHP 5.0 to 5.1 - Memo to self : "Don't be tempted by
foolish whimsy to upgrade unless ABSOLUTELY essential")
