HTML is a markup language. It cannot "force" anything.
A more appropriate question might be "how can my readers configure
their browsers to respond to Google Earth placemarks". But that would
be a browser question (or something that Google Earth ought to
document), rather than an HTML question.
Btw, Google Earth bluescreens my old laptop's OS, so I really hope
that you won't find a way to "force" this. I have to move to the
desktop to get G.Earth to work.
