Why? RFC 3986 (STD 66), the Internet-standard on generic URL format,
requires no such thing. The "+" character can be used as such in the
path part of a URL; it's in the "sub-delims" set.

Why? If the assumption is correct and if the server-side software can
handle both a plus sign and a space, then surely "+" is more
user-friendly than "%20".
