I am building the website

I am trying to use several border-styles to distinguish several
divs. Each of these div contains a paragraph.
I found some examples here

Now I am wondering
1) whether CSS3 has been implemented by most browsers
2) whether the value "outset" for border-style makes the text which is
contained in the div, difficult to read
