Technically that code should work.

I tried it however, (on your server), I could not establish a connection through the
supplied username/password, so used anonymous.

I was able to connect and the error was:

Warning: ftp_put() [function.ftp-put.html]: Rename/move failure: No such file or directory
in D:/source.php on line 1

Is this the same error you get? If so, sounds like permission problems. I was not about
to start testing whether or not the directory was writable, or if I were able to create
another directory with permissions. So...

I tested it, and it worked just fine. I sent the source code of the file to one of my
servers.
