I encountered this phenomenon in pages that seemed to over-use server
power (this is my interpretation, though) - be it due to a bug such as
an infinite loop, or just due to extensive resource consumption. I see 2
possible approaches to track down the source of the problem:

1. Check the problem scripts by exiting them after every major action
one by one; so you can find out where in your code the problem originates.

2. Check php.net and Google Groups for differences in the Windows and
Linux versions of PHP and Apache. Compare all versions and settings of
PHP, Apache and so on on both systems; you might find a difference (such
as register_globals being on on one system and off on the other, or
different PHP versions) that points you to the solution.
