Certain common abbreviations (marked up as such or not) that are in the
IBM dictionary are automatically expanded by the IBM speech engine.
"WMBC" and "RSPB" are not common abbreviations and not present in the
IBM dictionary.

AT speech renderers for the impaired (which Opera is not) can typically
be configured to read out title content on elements such as <abbr>,
although this may not be enabled by default.
